[Board] Travel Grant Funding Request for FOSS4G 2025

Hello,

My global position is that we have a real and big problem regarding carbon impact of conferences, that we should tackle as an organization concerned by environmental topics. This is a large and complex problem, and will of course not be solved this time.

But more specifically concerning the demand, providing grants for travel will have a significant CO2 emission impact due to corresponding flights. I think the least we can do if we were to allocate travel grants, is to include carbon emissions compensation in the budget.
