[Board] Budget request for mappyfile

Hi board,

An update on mappyfile development in 2025. 

Funds were used to pay for support from the developer of https://github.com/lark-parser/lark with creating a parser for MapServer Configuration files. This work is now completed and part of a new mappyfile v1.1.0 release:
