[Board] Budget request for mappyfile

Hi board members,

Last year, mappyfile received $300 USD in funding from OSGeo as an OSGeo Community Project - many thanks for this support. It helped with the costs of some of the following:

- Travel costs associated with presenting a mappyfile talk at FOSS4G Europe 2024 - https://talks.osgeo.org/foss4g-europe-2024/talk/GRKMVR/
- Creation of a new mappyfile presentation - https://geographika.github.io/mappyfile-foss4geurope-2024/
- 2 new releases of mappyfile - https://github.com/geographika/mappyfile/releases/tag/v1.0.1 and https://github.com/geographika/mappyfile/releases/tag/v1.0.2

I'd like to make the same request for $300 USD in 2025. This will help fund the developer of Lark [1], on which mappyfile depends, to resolve an issue documented at [2] (this was the plan for the 2024 budget request, but the developer was unavailable). I also plan to create a quickstart page on OSGeo Live for the mappyfile project, along with continued releases and updates.
