[Board] Budget request for OWSLib

Hi board members,

As an OSGeo Community project, the OWSLib maintainers would like to make a budget request for 300 USD.

OWSLib has had regular releases since 2006, is used as a dependency in almost 3,000 GitHub repositories, and has been downloaded over 4 million times. 

The budget will help contribute to funding new OWSLib releases in 2025, and to add a quickstart guide to OSGeoLive. An email was sent to the owslib-dev list with this proposal [1].
