[Board] Motion to award FOSS4G 2026 to Hiroshima LOC

Dear OSGeo Board members,

Following our face2face meeting in Belem and the conversation on the Conference Committee mailing list [1], we kindly ask the board to award the organization of the FOSS4G 2026 conference to Hiroshima LOC. All the CC members that participated in the discussion are in favor of such a decision. Please help us with a formal motion on Loomio.
