[CBERS-PDS] STAC 0.6 to 0.7 migration

The current CBERS STAC 0.6 service will be shutdown on Sep 13th in
favor of the CBERS STAC 0.7 service which is already operational.

The bucket for 0.7 static STAC files is:
arn:aws:s3:::cbers-stac-0-7

The SNS topic that receives STAC items as soon as they are ingested
into AWS is:
arn:aws:sns:us-east-1:769537946825:cbers-2-stac-0-7-CBERSSTACItemTopic-1I8YI0IIYL0R5
