[CBERS-PDS] CB04A, stac 1.0

The CBERS bucket now includes three scenes from the new CB04A satellite,
one for each camera: WPM, MUX and WFI.

There is a plan to start the daily ingesting of scenes but no timeline
available for now, I'll post updates here.

The scenes are already indexed by STAC and may be checked through:

https://stacindex.org/collections/cbers#/?t=catalogs

The STAC 1.0 endpoint (experimental) is available at:

https://stac.amskepler.com/v10/stac/

The links above do not cover the complete CBERS on AWS archive but are
updated daily as new CBERS-4 scenes are ingested.
