[CBERS-PDS] STAC API update and shutdown of current service

Hello all!

The CBERS on AWS STAC API service is being updated to support the 
upcoming STAC 1.0 final release.

I advise the current users to start working on updating the clients to 
use the new 1.0 version since the current version service will be 
shutdown one week after the new version is available.

The new version is scheduled to be online by the end of this month.
