[CBERS-PDS] CBERS/Amazonia update down

Hi,

The catalog is up again with some minor changes that are already 
incorporated into the ingestion system to AWS.

Although the catalog is up no new scenes have been added in the last weeks.

CBERS 4 PAN5M and PAN10M are being ingested again - this stopped a while 
ago due to an error in INPE's metadata definition that was fixed later, see
