[CBERS-PDS] CBERS and Amazonia-1 ingestion temporarily suspended

Hello,
The ingestion of new scenes is suspended due to a recent constraint
implemented by INPE on the download process. This specially affects WPM
data.
I'm in contact with INPE to understand how the constraints work and how to
adapt the AWS ingestion to work with them
