[COG] Rio-cogeo: a new rasterio plugin to create COG files

Dear COG community,
We just released rio-cogeo (https://pypi.org/project/rio-cogeo/ <https://pypi.org/project/rio-cogeo/>) a rasterio plug-in to ease the creation of COGEO files. The library is still in active development (release 1.0dev.1). 

We defined some simple COGEO profiles (YCbCr, Deflate, LZW …) that can be easily extended via the command line.

We accept PR for those who’d like to contribute :-)
