I know about the charging policy in Germany and I also can tell you,
that the global FOSS4G event is really not cheap go to in.
The organisation committee has decided, that there will be some fee
for FOSS4G-CEE & Geoinformatics 2012 in Prague. AFAIK the
Geoinformatics section (which makes academic section of FOSS4G-CEE)
will be for free (if you do not want to pay any fees, register *only*
for Geoinformatics).
I do not know how thinks are organized in Germany, unfortunately no
Czech university would let us organize any event like this free of
charge, using their buildings.
That is all, I can tell about this.

how to understand your answer about CEE "fees" ?
i'm not informed about fees at world events of FOSS4G, but, as usual,
the traditional (german) FOSSGIS normally has special "workshop_fees
only", while attending the plenaries & exhibition are
free-of-charge... that's for students as well !

* is it indeed the intention for this CEE event in Prague to take a
general fee from participants??
* even more that the CEE event is combined with the public CVUT
event...
( btw, all time our practice for the GI20XX forums was / is / will
be to make it easier, especially for CEE participants, to have
free-of-charge access to the event or for a very low euro
contribution, but that's mostly for the "social_get_together" evening
"party" event only ! )
of course, such an open access policy needs the sponsorship by FOSS
companies using booth facilities and / or by public organizations like
CVUT in your case...
