[Conference-europe] when and where

IMHO not necessary (note, low-cost, affordable event is priority
anyway). But it's truth, that some universities, like Como, would
probably come towards our needs.

Speaking about the business model: would be nice, if sponsors +
regular fees would pay for the sprint/hackathon session tied to the
event, but that is just my thought again
