Hi Peter and all,
All this is long process and time is to short to have results immediately. Usually it needs months and years, than something is coming to businesses. Public sector is limited by their budget and also by public procurement and this is long process. For example due fact, that we have now some EC projects we offer to Czech regions to do something free from them, and it took more than one year, then we came to concreate agreement
But on other side, public servant need to know, about FOSS and companies working with FOSS to consider it. And need also know, that it is something serious. Till now 50 percent of public organisation have opinion, that only ESRI is solution able to cover large requirements

this we tried by co-locating the GiN Forum "Big Geo Data and INSPIRE", http://foss4g-e.org/gin-forum-big-geo-data-inspire. It brought some 50 participants from German agencies, and we invited them to mingle with FOSS4G (and vice versa). We do not have any feedback about any success in matchmaking, though.
