[Conference-europe] Proposal under preparation

Dear Conference Committee,

The Portuguese OSGeo Local Chapter has decided to submit a proposal for
the FOSS4G-Europe 2018. Other national and Spanish FOSS4G communities
will be invited to join the organization.

The Portuguese OSGeo Local Chapter has previous experience in the
organization of national events, which already share the same spirit of
FOSS4G Europe Manifesto.

Our next national FOSS4G event (SASIG in Portuguese) will be in Nov.,
from 20 to 22 (3 days), in Oporto (7th edition) [1].

In September we will submit the final proposal, according to the schedule.
