[Workshops] Draft FOSS4G Workshop Schedule

Yes, absolutely, we will make communicating with attendees possible. 

No problems bringing a co-presenter, many of the workshops are actually planned to be taught by multiple people.

If you’d prefer to split the two workshops onto different days, we’re happy to do that, too.
