[OSGeo-Conf] Call for Votes: Host Venue for 2007 conference

Same sentiments as others regarding price and workshop configuration.
The Victoria proposal was so thoughly researched (detailed budget really
helped) I feel they best understand what they are about to embark on -
it's a ton of work. That's not to say the Portland folks could not have
pulled it off, there are just fewer unkowns with the Victoria proposal.
