conference domain name

We quickly need to decide on the conference domain name.  From previous 
discussions we've learned:

- www.foss4g.org is actively used by Osaka City University and Orkney 
Inc., but could be made available
- http://foss4g.osgeo.org/YEAR is a possibility

We did choose to keep the FOSS4G name, but we never resolved the domain 
name.

The Victoria group would like to get moving on this.  They have 
requested to possibly host www.foss4g2007.org until after the 
conference, after which we would move it to osgeo servers.

Given the timing with the OSGeo backend (CollabNet) moving to other 
servers, I wouldn't mind giving the Victoria group hosting abililty. 
Plus maybe Venka could look into adding a link at the top of 
www.foss4g.org to www.foss4g2007.org (or more?).

We do need to register www.foss4g2007.org right away.

Then whenever the dust settles from the CollabNet move, we can set up 
http://foss4g.osgeo.org.
