Conference Financial Report

I've created a conference report document for organizing committees to 
fill out (attached).  I'm sending this to the FOSS4G'06, OSG'05, 
GRASS'04, and OSGIS'04 committees to fill out now.

I think it would also be good to get this type of report from the German 
and Brazil conference committees.
