[OSGeo-Conf] 2010 Voting Result

Lorenzo and the Barcelona 2010 team,

The OSGeo Board of Directors has passed our motion to award your team 
with the 2010 hosting.  Congratulations!

The first task is an announcement (and news item on the osgeo site).  If 
I send you a quick draft can you modify it if need be?
