Percy,
have you considered to have a modest conference/meeting for 100 to maybe 300 attendees for FOSSGIS related issues? It does not burn you out of your mind and helps build a local community. More than that I think that all places that ever had a FOSS4G should continue to nurse the seed that has been set that way and organize a small scale local event every year. In Germany we have the very successful FOSSGIS now in the fourth year - or is it the fifth already? I lost count - which actually is a good sign! It is simply normal to have that conference every year (we even rotate venues within Germany, which might seem funny for such a small mole on the face of earth...).
Globalize. Think global, act local.
