[OSGeo-Conf] usage of "FOSS4G"

Dave,

I don't think that's a problem. For instance, the AAG (Association of
American Geographers) has a GeoComputation track but it's clearly not
THE GeoComputation. If anything, seeing the term FOSS4G in tracks at
other conferences will likely heighten awareness of THE FOSS4G
conference.
