Glurps! What a suspens, # of votes for options A and B are very close 
:-) ...

In my opinion, I also feel that change is needed in our process. Options 
A and B present both pros and cons and it has been very hard for me to 
choose between these two options. I will finally adopt a conservative 
approach and I will vote for option A. Holding an international event 
every year is to my mind an important point for OSGeo to preserve but I 
really like the proposal of Gavin and the additional rule provided by 
Daniel. I am in favor to encourage local chapters (or a group of local 
chapters) to hold one OSGeo event in conformance with the Official OSGeo 
Event Policy (http://wiki.osgeo.org/wiki/Official_OSGeo_Event_Policy).

So, to sum up: +1 for option A.
