[OSGeo-Conf] 2011 Next Step: Question period and voting

Questions for all proposals:
* Our FOSS4G events have been improving every year, as we have been able 
to carry over knowledge and infrastructure from one year to the next.
* One lesson that we learned in Sydney was that our Professional 
Conference Organisor was unwilling to release some of their planning 
material (like the FOSS4G budget) under an Open licence like Creative 
Commons. This would be very valuable for future FOSS4G conference 
planning as well as planning for other similar conferences.
* So I'd like to hear from each proposal:

Are you prepared to share all created material as part of the conference 
under an Open Licence? This would include the budget as well all fliers etc.

Are you prepared to share all material in source format. Eg, for the 
budget, can it be provided in Excel format as well as, or instead of PDF.

Re Paul's comment about region. It goes in Devar's favour that they have 
already gone through the bid process before and have had a long time to 
consolidate their relationships with local communities. This, along with 
the stated preference for a North America proposal goes in Devar's favour.

I'm hopeful that Bogotar, if unsuccessful this year, would consider 
resubmitting a proposal in future years, after strengthening their 
proposal. I'd be interested to understanding how far United States 
delegates will likely travel to a FOSS4G conference? Will most delegates 
who would travel across the States to a conference also consider 
travelling to Central America? Would they consider travelling to South 
America? I'm guessing that Central America has the potential to attract 
both the United States and South American delegates, which would be a 
good thing.
