[OSGeo-Conf] Website Management

Happy new year everyone,

It's been getting confusing where all of the various conference event's 
HTML files live (which server, how updated, etc.) so I have started a 
wiki page for us to maintain 
(http://wiki.osgeo.org/wiki/Conference_website_management).

Also, we should use the wiki category "Conference Committee" for any new 
wiki pages that we create. (so the pages are displayed at 
http://wiki.osgeo.org/wiki/Category:Conference_Committee)
