I should note that for most of the FOSS4G events it was me who was 
looking at the submitted abstracts and then pinging the appropriate 
communities if there were no abstracts from their community.  example: 
"hi grass guys, why hasn't anyone submitted an abstract for foss4g2007". 
  I did this for many many many years.

But I shouldn't be required to do this.
