[OSGeo-Conf] FOSS4G 2011 Program Proposal

Eric,

I'd suggest moving the opening plenary to the wednesday, so that the
workshops are completely distinct from the main program. This provides
the separation necessary for the two registration levels:
"Conference-Only" and "Conference-and-Workshops".

The 2007 scheme of a longer plenary on day one provides a cleaner
overall schedule, but I think the 2010 model of a short plenary every
morning is a more unifying design. I think fewer plenary hours are
better.

I've attached a design for reference / discussion.
