One way to help do that is to 'pick a year' (too late to do
it this year) and modify the selection process so that year
there is a selection for the host for the FOSS4G conference for
the following two years.

Then, the year following, revert back to the current process,
except that the selection from that point forward is always for
the host for the conference 2 years ahead.
