[OSGeo-Conf] FOSS4G 2012 Call for Hosting

While I agree with Paul that it is very important to have a dynamic 
local team, it would also be very valuable to tap into an international 
team to coordinate some of the difficult parts of conferences. It would 
be especially valuable to see more retention of people being part of the 
same FOSS4G team from year to year, to help with things like paper 
selection, workshop setups, and the numerous other tasks.
