[OSGeo-Conf] Answer the questions from OSGeo

Dear Jeff,

First of all, I would like to introduce myself. My name is Tran Kiem 
Dung, Chief of Science, Technology and International cooperation 
division, Department of IT (CIREN), Ministry of Natural Resources and 
Environment (MONRE), Vietnam.

On behalf of CIREN, I'd like to answer your questions as follow :

Q1: It is not clear to me who is the chair of your local committee, 
please clarify this for me.
A1: We expected Mr. Nguyen Linh Ngoc - Deputy Minister of MONRE or Mr. 
Nguyen Minh Hong - Deputy Minister of MIC (Ministry of Information and 
Communication ) will be the chair of local commitee.

Q2: Can you give some examples of how CIREN is leveraging FOSS4G/OSGeo 
software?
A2 : Using open sources is policy of Vietnam today. CIREN used 
softwares, libraries of OGGeo for our projects like GeoNetwork, 
GeoServer, MapServer, GeoTool, GDAL/OGR, DeeGree iGeoportal, DeepEarth, 
OpenLayers, Mapbuilder ... Our online products can access via Internet 
as examples :

We are using Geoserver for bulding remote sensing images system for 
Vietnam and apply 1 project use FOSS4G solution for government office ( 
this project has been approved ).
Q3: Have you begun talks with the NCC or the Melia Hanoi venues, to see 
about their availability?  What dates/months are you considering?
A3: No. But NCC and Melia Hanoi venues has good relationship with MONRE. 
Negotiation with them will be implemented after the approval of OSGeo.We 
think that the time of this event about  September 2012 (Weather in 
Hanoi very nice, not too hot at this time)

Q4: I like that your local committee contains representatives from 
commercial companies, academic organizations, and government 
organizations.  Has your local committee given any thought to an overall 
theme for the event? (such as natural resources and FOSS4G use, etc.)
A4: Sharing data and interoperability is challenges for Vietnam to solve 
environmental problems and resources management. So we think that the 
overall theme for the event is "Sharing data with FOSS4G".

Q5: Are you proposing that the FutureGov and GIS Development 
organizations act as the professional conference organizer?  If yes, I 
think that is great that you have mentioned that here in the proposal - 
to allow your local committee to focus only on specific FOSS4G tasks
A5: Yes, we expected.

Q6: Your letter of intent is 3 pages long, yet the guidelines 
specifically stated "a maximum of 2 pages" for the letter of intent, can 
you explain why your letter is not within those guidelines?
A6: It's just an error which was not catched. Sorry.
Q7: What is your ability to attract local and regional delegates. What 
connections do you have with the local geospatial communities? Are you 
in a position to help encourage participation from local communities?
A7: MONRE and  CIREN is government management agencies of Vietnam in the 
fields of water resources, environment, land management, surveying 
and mapping, geological and mineral resources, ocean and 
islands, climate change, most of the data and systems are related 
to GIS. Thus we have an intimate relationship with the Geospatial 
community.Inviting them to participate fully as possible but we 
must consider the participation fee to suit the conditions in Vietnam.
Q8: What is your ability to attract local sponsorship? Sponsorship 
covers a large proportion of the costs of the conference. How are you 
planning to attract local sponsors? Do you have anyone in a position to 
influence attraction of sponsors?
A8: Likeother events,we know that sponsored bytheorganization is a 
factorto ensuretheeventssuccess.We believethis will attractthe support 
oforganizationsin Vietnamfor the event.Butwe hopethe 
internationalOSGeowillcontactwithcompaniessuch 
asESRI,IBM,Microsoft,...toattractdonors.In 
addition,governmentagencieswillsupportthe organizationFOSS4G, as well 
asinfrastructure providerssuch aslocation,internet,servers,...andpromote 
the eventtocall donorforFOSS4G.
Q9: Do you have dynamic, decisive, committed people on your committee? 
This one might be a bit hard to answer. To be successful, you will need 
to make lots of decisions. Some will have straight forward answers. Most 
won't. You will need to be decisive and you will need to spend a large 
amount of time selflessly thinking about the conference. Doing things, 
and encouraging others to do things. I think I was spending ~ 10 to 15 
hours / week on the conference in the first 12 to 6 months out, then 15 
to 20 hours / week in the 6 months before the conference.
A9 : We will organize a dedicated and professional team of FOSS4G and do 
our best to organize this event.
