[OSGeo-Conf] FOSS4G_2012 information updated to wiki

Hi, Jorge,

The FOSS4G 2012 Beijing Wiki in Chinese language is necessary, but less
important for Chinese people comparing with  people from other countries.
Chinese native speakers get used to visiting a website other than visiting
Wiki. It's a different user habit.
So, considering the website construction is urgent, maybe we need to first
finish website construction, and then update wiki in Chinese language.
