[OSGeo-Conf] name of the game (conference-cee)

Folks,

It is also my opinion that we should not interfere of use of the
FOSS4G name by local chapters or other like minded folks for
regional conferences as long as some effort is made to distinguish
it from the primary FOSS4G.  So FOSS4G CEE or similar gets
no arguments from me.
