I think, that was agreed upon when the foss4g.org domain was
transferred to OSGeo. Incidentally, foss4g domain was registered
in Japan before OSGeo or FOSS4G conferences got started.

We have been running FOSS4GXXXX-Tokyo/Osaka for several years
now.
