[OSGeo-Conf] Short summary of FOSS4G 2012 LOC's work in Feb.

Agreed, fire up a foss4g2012 blog and start posting. The rest of us
can help distribute buzz about the posts via twitter and our own
reflective blog posts. A silent conference is a dead conference.
