[OSGeo-Conf] result of the board vote

We have already planned that the final part of the closing plenary at
FOSS4G in Nottingham would be an Olympics-style handing-on of the flame to
next year's LOC. (Except without either the flame or Olympics rings, for
health-and-safety and copyright clearance reasons respectively :-)

We would certainly therefore welcome a representative from Portland to
speak.
