[OSGeo-Conf] Voting Review

+1 for chair to have 1.5 votes.
David, I see this as a vote for the conference committee to decide how
to avoid a tie breaker. It is not involving the board in the CC list.
However, I'd suggest that a chair having 1.5 votes would be something
that all OSGeo committees would benefit from adopting.
