IMHO a waste of money.
Implementing a CRM needs planning and training as well as a lot of effort to keep data up to date and to keep people using it. It is unlikely to be transferrable between FOSS4G’s with new temporary teams who will find their own ways of working.
If you want to implement a CRM for this year go ahead but don’t make it a compulsory for the next team to pick up your system and costs
