[OSGeo-Conf] Kicking off the 2016 process

Hi Conference Committee,

I have taken the time to draft the 2016 call for hosting document.  The 
documents are stored in SVN[1], so please feel free to edit them 
directly with your changes.

There are no major changes, but here is a summary of the proposed 
Important Dates:

Letters of Intent (Stage 1) due: 2015-01-09
Stage 1 question period: 	2015-01-10 to 2015-01-18
Stage 1 decision: 		2015-01-19
Proposals (Stage 2) due: 	2015-02-20
Stage 2 question period: 	2015-02-21 to 2015-02-28
Final decision: 		2015-03-01

I have sent a short financial report template to Darrell for 2014 
Portland, and once that is added to the document, I believe we can call 
the document ready.

My name is on the document currently, but if someone else wants to drive 
this please do; otherwise we will move ahead with this.  The OSGeo 
Conference Committee (that I am not a member of) will of course be 
responsible for voting for 2016, and then take that result to the OSGeo 
Board (nothing has changed there).
