[OSGeo-Conf] Kicking off the 2016 process

Oh regarding voting, I will ask the 2014 election CRO Jorge Sanz to 
manage the 2016 vote.  He may chose to use an online tool not sure, but 
I will ask him to manage the 2016 voting.
