[OSGeo-Conf] Kicking off the 2016 process

Hi Bart!

I really meant that the RFP will go out once we receive the short report 
from the 2014 committee, to include in the Appendix; I just now 
re-pinged the local committee about this, I am sure they will do soon.

Regarding recording the process on a website, I have updated the usual 
RFP section with the Important Dates for 2016: 
http://www.osgeo.org/conference/rfp

Will keep you all uptodate on the Appendix status, and once that is 
ready I will ask here for the approval to go ahead with the announcement 
/ call.
