[OSGeo-Conf] Motion: FOSS4G 2017 and 2018 call for hosting schedule

Hi all,

Here are two motions pertaining to FOSS4G call for hosting schedules.
Copying from previous schedules, the ending date is three months after
the starting date.  I also adjusted the end of December into the
beginning of January.

Motion to establish the following schedule for FOSS4G 2017 call for hosting:
FOSS4G 2017 call for hosting starting on 6/15/2015 and concluding by 9/15/2015


Motion to establish the following schedule for FOSS4G 2018 call for hosting:
FOSS4G 2018 call for hosting starting on 1/15/2016 and concluding by 4/15/2016
