[OSGeo-Conf] MOTION: Award South-Korea with FOSS4G in 2015

+1 from me. The proposal looks good! 

As others mentioned, I think the discount for low-income countries makes sense but I didn't see this option reflected in the budget as one of the scenarios. If indeed you consider such scenario the budget should be revised and discussed in the conference committee IMO.
