[OSGeo-Conf] Comments on Philadelphia FOSS4G 2017 letter

Jeff,

Thank-you for your considered comments and feedback.  If we are invited to
submit a full proposal, we will be sure to address:

 * public sector and academic participation
 * highlight other private firms in the region that will contribute to the
event
 * expand on how this will impact and be impacted by regional community
organizations
 * outline plans for workshops
 * plans to keep costs down
