[OSGeo-Conf] FOSS4G 2016 - Letter of Intent from Dublin, Ireland

It is with my great pleasure and on behalf of my Local Organizing Committee
that I submit our official Letter of Intent for the FOSS4G 2016 application
process.

I have assembled a large LOC with a smaller core group who are working with
me at this stage of the FOSS4G 2016 proposal process.
