The instigator for keeping Letter of Intent short was to be respectful
of our communities time, both in bidding, and in reading bids. I'm open

I haven't seen any issues to date with the 2 vote system for LoI. There
are a number of alternatives which could also be good, but unless there
is an issue, I'd suggest don't spend the effort changing.
