[OSGeo-Conf] [OSGeo-Discuss] Should we consider all the Americas for FOSS4G2017 Conference?

This is also a competition question I think.

Does South-America want to compete in the same bidding round as USA and Canada etc., or do they rather compete with Africa, Middle-East, Asia, Australia etc.?
