[OSGeo-Conf] FOSS4G 2016 host city & Planning to make use of our FOSS4G conferences to launch new Educational initiatives every year

Adding to Suchith's comment. FOSS4G does provided a good platform to 
launch initiatives. OSGeo-Live was launched from FOSS4G 2009, as 
mentioned here:
