[OSGeo-Conf] Announcements about FOSS4G bid schedule and bid schedule preparation?

Hi Eli,
I'm available to help with review.
I remember there being a few relatively minor items from the last 
conference period which we can probably tweak.
In particular, I see each bid period as an opportunity to refine the 
FOSS4G Handbook:
