[OSGeo-Conf] Voting Conflict of Interest Disclosure

Given the fact that Dave stepped out for his Ottawa participation, we need people who are involved in bids / LOCs to do the same thing.
So either they all participate in the voting, or they all do not IMHO.
I prefer the first option to be honest.
Note that we had this situation in the past with a board member IIRC. Long discussions were held in the past on this.
