[OSGeo-Conf] what happens in case of draw?

In the past the vote of the conference committee chair would make the difference, but since there is no chair right now, what happens in the case of a draw?

Also, should a motion be put forward to add the FOSS4G 2015 chair (Sanghee) to the conference committee (after the vote I guess since he’s collecting the votes)?
